Launch of the Citizen Engagement Model (MIC) – Participa+ Results in Bogotá and Cali

The recent launch of the results of the Citizen Engagement Model (MIC) – Participa+ provided a space for collective reflection around a key question: how can citizen participation become truly effective and transformative?


The event brought together partner organizations, local stakeholders, and experts to share experiences, compare lessons learned, and discuss the challenges facing local participation in Colombia. It took place on two different dates, beginning in Cali and concluding in Bogotá, fostering dialogue across territories.



A space to share and learn 


During the event, the main findings of a systematization process led by the Fundación Ideas para la Paz were presented. This process gathered lessons learned over six years of implementing the MIC. 


Through an open conversation, participants explored how this model — based on leadership, advocacy, and Open Government — has contributed to strengthening participation processes in different territories, as well as the challenges that remain in achieving greater impact. 


The exchange also highlighted the value of moving from inspiring experiences to practical and transferable knowledge that can support those working to strengthen citizen participation. 


Voices and lessons from the territories 


The event underscored the importance of listening to territorial experiences through cases from places such as Buenaventura and Yumbo, where citizen engagement processes have been implemented. These voices offered a concrete perspective on what works, what needs adjustment, and the conditions required to sustain these processes over time. 


The role of key partners was also recognized, including Movilizatorio, co-creator of the model, and the support of Fundación Smurfit Kappa Colombia and Fundación Corona in consolidating this initiative.

An invitation to strengthen participation 


Beyond presenting a document, the event reaffirmed the importance of continuing to collectively build more open, informed, and effective forms of participation that can influence public decisions and strengthen the relationship between citizens and institutions. 


This launch stands as a starting point for continuing dialogue and action around strengthening Colombia’s participation ecosystem.
