The Phased Model of Open Government and Public Innovation consists of implementing processes of transparency, participation, accountability, and innovation and technology in stages. Each of these pillars can be strengthened based on the political will of each government to consolidate an Open State.

The MEGA IP provides guidelines for local and departmental governments to implement strategies and processes that contribute to strengthening public governance and good governance. The Model focuses on promoting, increasing, and involving citizens in decision-making processes, formulation, and implementation of public policies, and contributes to this strengthening.
