Reflexión Política Journal

This magazine is presented by the Institute of Political Studies of the Autonomous University of Bucaramanga:

Issue number 52 of Reflexión Política, co-published by the Institute of Political Studies at UNAB and the Corona Foundation, presents a special dossier dedicated to Open Government, aiming to contribute to the debate on its impacts, challenges, and opportunities in Colombia and Latin America. This edition includes three introductory articles that seek to understand the implications of Open Government in different scenarios of great importance on the current public agenda: first, regarding the challenges of algorithmic transparency in public administration in Colombia; second, regarding its relationship with Twitter (now X) understood as a government communication tool; and third, the growing impact of the open justice vision on justice reforms in Latin America.

The following three articles address subnational experiences of Open State in Colombia, such as the design of the Public Policy on Transparency and Anti-Corruption of Bucaramanga, the Demolab public innovation experience of the Bogotá Council, and the results of the research on practices of access to Electronic Government in Bogotá.

This edition concludes with four articles on diverse and important topics such as informal administrative action (IAA) in the public function of urban planning, the challenges of public policy for heritage protection based on the case study of the municipality of Concepción in Colombia, an analysis from the perspective of democratic innovation of the Binding Regional Dialogues abroad for the construction of the National Development Plan of Colombia 2022-2026, and an article that presents the trends in the research agenda on match-fixing and sports betting in Latin America.
