Bogotá 2025 Deliberative Cycle: Technical Report and Results


How can citizens and public institutions work together to build solutions to the challenges facing a city?


This publication documents the experience of the Bogotá 2025 Deliberative Cycle, an initiative led by the Bogotá Planning Secretariat, in partnership with Fundación Corona and the Open Policy Institute (Extituto de Política Abierta), to strengthen deliberative democracy, meaningful citizen participation, and public innovation in the city.




Throughout the process, participants deliberated around a central question:


How can citizens and institutions work together to create a Bogotá with less waste and cleaner streets?


As a result, the Citizens’ Assembly produced 19 citizen recommendations aimed at strengthening waste management and contributing practical solutions to this collective challenge.


More than a record of results, this technical report documents the entire journey of the initiative—from design and outreach to deliberation, recommendation building, institutional follow-up, and feedback to participants. It also captures key lessons for the continued development of the Deliberative Citizens’ Assembly model in Bogotá.
