Coordinating the Employability System in Barranquilla

Capacity Building Project of the Secretariat of Economic Development of Barranquilla


The opportunity to strengthen the Secretariat of Economic Development of the Mayor's Office of Barranquilla was evident, so that its Office of Inclusion and Productive Development has the capabilities and tools to lead the city's employment policies, as well as the articulation of the ecosystem based on a common agenda among the 212 actors made up of public entities, employment agencies, international cooperation agencies, representatives of the productive sector, foundations and corporations, civil society organizations, think tanks and actors in post-secondary education and training.


Given that the presence of diverse actors in the territory significantly contributes to addressing and mitigating labor market challenges, particularly for those facing the greatest barriers to formal employment, an opportunity also emerged to propose a formal structure for the city's employability ecosystem. This would be achieved through the design of an institutional framework that fosters improved coordination and greater impact through cooperation schemes, economies of scale, and increased knowledge generation.
